The City of New Orleans, through the New Orleans Recreation Development Commission, has engaged a broad range of stakeholders to shape the job description to find the right professional to move the organization forward. NORD is seeking a collaborative visionary with strong communications skills and a heart for New Orleans to serve as our next Chief Executive Officer of NORD. Under the general direction of the NORD Commission, the CEO will have the responsibility to plan, organize and direct the employees and programs of NORD; oversee development, implementation, and administration of NORD policies, programs and facilities; manage daily operations; ensure the effective maintenance and operations of recreation facilities, including all outdoor athletic and recreational centers; coordinate with and delegate to outside agencies and community groups; assist in building financial and strategic support for NORD; and provide highly effective and comprehensive information and support to the Commission. The CEO works in conjunction with the Executive Director of the NORD Foundation.
Essential duties and responsibilities
The Chief Executive Officer shall:
Organizational Functions —
Serve as an internal liaison to all units and departments/agencies of the City of New Orleans concerning recreation issues, and as a key participant in divisional and organizational strategic planning. Communicate with community at-large (schools, churches, parent groups) through various channels, including local media, newsletters, annual reports, speaking to parents' groups, churches, and/or other stakeholders.
Develop, implement, disseminate and interpret NORD policies and procedures. Promote teamwork, informationsharing, and departmental understanding of service goals, objectives, budgeting, and capital improvement projects that support NORD's mission and strategic plan. Oversee the delegation of management and operations of recreation programs for the City of New Orleans.
Oversight Functions —
Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and direct the implementation of changes.
Visit recreation sites and programs to observe and evaluate program effectiveness and citizen/participant satisfaction. Ensure that funding decisions are prioritized according to the needs and objectives of the mayor and the NORD Commission; and that funding is managed as directed.
Prepare reports as directed by the Commission.
Ensure that programming is meeting the needs of all city residents including seniors, residents from low income backgrounds, homeless youth, and residents with special needs. Prioritize renovation, maintenance, and ADA compliance of facilities and equipment.
Budgetary/Financial Functions —
Review, analyze and monitor the NORD budget and expenditures. Monitor departments to ensure that they are efficiently and effectively providing needed services while staying within budgetary limits. Review financial statements, sales and activity reports, and other performance data to measure productivity and goal achievement and to determine areas needing cost reduction and program improvement. Direct and coordinate NORD's financial and budgetary activities in order to fund operations, maximize investments, and increase efficiency. Prepare budgets for approval, including those for funding and implementation of programs. Negotiate or approve contracts and agreements with suppliers, distributors, federal and state agencies, and other organizational entities. Evaluate workflows and increase transparency in the vendor payment process. Collaborate effectively with NORDF on essential funding issues.
Personnel Functions — Must be able to improve and maintain employee satisfaction through honest and effective communication, professional courtesy, transparency, active listening and by establishing a can-do culture that seeks solutions and a pathway to “Yes.” Establish appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of systems and procedures; allocate resources accordingly; oversee personnel management and negotiation issues.
Select, train, motivate, empower, and evaluate assigned personnel; provide or coordinate personnel training; work with subordinate personnel to correct deficiencies; implement discipline and termination procedures. Review reports submitted by staff members to recommend approval or to suggest changes. Implement and maintain service delivery standards and technology advancements. Incorporate staff professional development and customer service training.
Community Functions — Create an environment for public engagement. Develop relationships and consistently engage with individuals and organizations in an effort to financially and strategically support NORD's mission and strategic plan. Respond to and resolve difficult and sensitive citizen inquiries and complaints; review and reply to daily correspondence and phone inquiries. Build community support of and engagement with NORD's mission and strategic plan. Ensure that there is a balance of activities, funding, and interconnectivity of the facilities across communities. Increase equity and access to facilities. Represent NORD to outside agencies and the community; coordinate assigned activities with outside agencies and organizations; forge strong partnerships with the private sector.
Additional Responsibilities Represent the NORD Commission and meet and confer with citizens, business entities, elected officials and outside agencies to discuss policies, procedures, programs and remedy problems and resolve inquires and complaints from both internal and external sources; and negotiate and resolve sensitive, significant and controversial issues. Remain abreast of new trends and innovation in the field of parks and recreation. Perform other duties as assigned.
QUALIFICATIONS Knowledge of: National best practices of youth development programming, facilities management, and recreation. Business and management; principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, production methods, and coordination of people and resources. Principles and practices of marketing and public relations. This includes marketing strategies and tactics; promotion of services provided; and assessments of current and future value of services provided by NORD. Principles and practices of program development and administration. Principles of personnel recruitment, selections, training, supervision, performance evaluation, compensation and benefits, and personnel information systems. Methods and techniques related to facility acquisition, planning and development, and recreational facility management. Principles and practices of risk management and insurance coverage. Computer operations for use in performance of job duties.
Preparing and administering municipal budgets and programs. Effective communication with diverse groups of individuals, using tact and diplomacy.
Ability to: Develop a performance measurement system, in conjunction with local community organizations, to measure the impact of the organization on its constituents. Create an atmosphere within NORD that fosters constant learning and professional development. Develop and administer NORD goals, objectives, and procedures. Identify and respond to sensitive community and organizational issues, concerns and needs. Develop strong community support for NORD's mission and strategic plan. Build relationships to financially and strategically support NORD's mission and strategic plan. Conceptualize abstract situations regarding potential and future funding, programming and operations. Plan, organize, direct, and coordinate the work of subordinate staff. Select, supervise, train and evaluate staff. Monitor and assess performance of oneself, other individuals and/or departments to make improvements or take corrective action. Motivate, develop, and direct people as they work, identifying the best people for the job. Analyze problems and identify alternative situations, project consequences of proposed actions, and implement recommendations in support of goals. Understand the implications of new information for both current and future problem-solving and decision-making. Communicate effectively, both verbally and in writing, to diverse audiences. Prepare clear and concise reports. Effectively utilize technology to further the mission and message of NORD.
ELIGIBILITY REQUIREMENTS Minimum 7-10 years of experience in management and programming is required, with minimum 5 years of experience in recreation, human resources, finance, operations, or related field. Experience with facilities, operations, leading and managing professional staff and teams to higher levels of performance. Minimum 2 years of experience managing annual budgets of at least $1M in the government and/or non-profit sectors. Minimum 5 years of experience in the administration of a parks and recreation department/organization is preferred.
A Bachelor’s Degree is required.
Residency Requirement Must establish permanent residence within the incorporated boundaries of the City of New Orleans within one hundred eighty days (180) after date of employment.
License or Certificate Possession of, or ability to obtain, a valid Louisiana driver's license or State-issued identification card.
About New Orleans Recreaction Development Commission
In 2010, New Orleans voters approved a City Council ordinance creating the public-private New Orleans Recreation Development (NORD) Commission, comprised of 13 community leaders appointed by the mayor.
